Update to latest version of MediaWiki

Update was successful (surprisingly easy), but the errors are worse in the new version. I am reconsidering MediaWiki's role in my network.

Errors are occurring and 1.35 is quite out of date. Attempting to update to 1.39.

The image was not updated as the current 1.35 version is recommended by the LDAP extension. Some changes were made to improve the image.
