Moves `openwebrxplus` to stable train.
This was added to the incubator train in
https://github.com/trueforge-org/truecharts/pull/36626. Initially the
version was `0.0.1`, updated [several times
since](https://github.com/trueforge-org/truecharts/pulls?q=is%3Apr+openwebrxplus+is%3Aclosed+sort%3Aupdated-desc).
Reached chart version `1.0.0` in #36988
