List any dependencies that are required for this change. --> I have been running channels-dvr without issue since it was initially added to TrueCharts: https://github.com/truecharts/charts/pull/4527. I have been using the new common version without issue since it was ported: https://github.com/truecharts/charts/pull/8924. I believe channels-dvr should be consider stable. This PR moves channels-dvr from incubator to stable. It also adds installation notes. I did not bump the version number, should I?
