refactor(Apps): Project Eclipse - part 1 - remove ix_values.yaml (#1168)
* NUKE values.yaml -> ix_values.yaml * nuke the values.yaml files globally (we can revert just the bare minimum required settings, if needed) * bump patch versions (cherry picked from commit e6c60c57df81af47652180d3e822f05c878e1d2b) * bump common to deal with some storageClass naming issues * bump common and postgresql * try retrying helm dependency update 3 times if failed * sleep after error
