refactor(Apps): Project Eclipse - part 1 - remove ix_values.yaml (#1168)

* NUKE values.yaml -> ix_values.yaml

* nuke the values.yaml files globally (we can revert just the bare minimum required settings, if needed)

* bump patch versions
