Grafana: move to its own role

Add DevOps/ansible-role-grafana as roles/ericomeehan.grafana with a grafana.yaml playbook, and bump ericomeehan.eom to the commit that removes Grafana from it. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
